About the City Clerk's Office
The Downs City Clerk's Office is the place for one stop shopping for city services. Whether one needs a building permit, dog tag, make a court payment, set up water and sewer service, or just have a question the Downs City Clerk's Office is the place to go.
Responsibilities
The City Clerk is responsible for:

Serving as the custodian of all city records, books, files, papers, documents, and other items belonging to the city and not properly pertaining to any other office

Carrying on all official correspondence

Attending and keeping a record of the proceedings of all regular and special meetings of the governing body

Preparing and keep fiscal records

Assisting in preparing the annual budget

Auditing all claims against the city for goods and services
Dog Registration
Dogs aged 6 months and older must be registered at the City Office annually per City Code Chapter 2 - Article 2 201 prior to May 1. After that a $15 late fee will be assessed per dog tag.
For the first two (2) dogs registered, the city clerk shall collect an annual registration fee of $5.00 for each neutered male or spayed female dog, and $10.00 for each unneutered male or unspayed female dog. For the third (3) dog the city clerk shall collect an annual registration fee of $50.00 for the dog regardless of reproductive ability. For the fourth (4) dog the city clerk shall collect an annual registration fee of $100.00 for the dog regardless of reproductive ability.
